Food and Feed (Food Chain Funding)

Protecting the health of humans, animals and plants at every stage of the food production process is a key public health and economic priority for the European Union. In the last 10 years, the EU has spent € 3.3 billion on its food safety policy, including € 2.2 billion on specific programmes.

Continuing this approach, the main objective of the Regulation (EU) No 652/2014 (for Food chain, animal and plant health expenditures) is to contribute to a high level of health for humans, animals and plants, while protecting consumers and the environment, and creating one single, clear and modern financial framework for animal health, animal welfare, plant health and official controls.

Focus

There are four categories:

 

1. Funding of Animal Health Measures

Each year, the EU provides financial support to eradicate, control and prevent various animal diseases.

A report from the commission to the European Parliament and the Council on the outcome of the EU co-financed programmes for the eradication, control and monitoring of animal diseases and zoonosis over the period of 2005-2011 Choose translations of the previous link shows that, in most cases, the progression of eradication of the diseases targeted is evidenced by the continuous expansion in disease free zones in the EU.

Continuing with this approach, the Union will maintain the co-financing of the necessary measures to reduce, the number of outbreaks of animal diseases and zoonoses, which pose a risk to human and animal health, as well as to prevent the occurrence of such outbreaks.

In order to achieve these objectives, specific measures are co-funded through:

Specific objectives, according to Regulation (EU) No 652/2014:

    to contribute to a high level of safety of food and food production systems and of other products which may affect the safety of food, while improving the sustainability of food production
    to contribute to achieving a higher animal health status for the Union and to support the improvement of the welfare of animals

In order to measure the attainment of the specific objectives, the following indicators shall be used:

    for the specific objective (1), a reduction in the number of cases of diseases in humans in the Union which are linked to food safety or zoonoses;
    for the specific objective (2):
        an increase in the number of Member States or their regions which are free from animal diseases in respect of which a financial contribution is granted;
        an overall reduction of disease parameters such as incidence, prevalence and number of outbreaks

Regulation (EU) No 652/2014, covering the whole food chain, with a budget of almost €1.9 billion covering the period 2014-2020, funds priorities in the area of food and feed. 65% of the overall budget is allocated to implement animal health measures.

 

2. Funding of Plant Health Measures

Investing in plant health is essential to ensure sustainable and competitive agriculture, horticulture and forestry industry.

EU rules on plant healthaim to protect crops, fruit, vegetables, flowers, ornamentals and forests from harmful pests and diseases (harmful organisms) by preventing their introduction into the EU or their spread within the EU.

The specific objectives of the Regulation (EU) No 652/2014, related to plant health expenditures, refer to the contribution for the control and prevention of organisms harmful to plants or plant products.

Survey programmes concerning the presence of pests, emergency measures and programmes concerning the control of pests in outermost regions of the Union are co-funded through Regulation (EU) No 652/2014

 

3. Funding of Official Controls

Strict and regular official controls, enforcing existing rules and carried out by the EU Member States' authorities, ensure that the EU's high standards for food and feed are maintained.

The specific objective of the Regulation (EU) No 652/2014, related to official controls, is to improve the effectiveness, efficiency and reliability of official controls, as a vital tool for maintaining a high level of safety for humans, animals and plants along the food chain whilst ensuring a high level of protection of the environment.
EU Reference Laboratories

EU Reference Laboratories (EURLs) aim to ensure high-quality, uniform testing in the EU and support Commission activities on risk management and risk assessment in the area of laboratory analysis, according to the provisions of the Regulation (EC) No 882/2004 on official controls performed to ensure the verification of compliance with feed and food law, animal health and animal welfare rules.

Role of EURLs:

    Provide National Reference Laboratories (NRLs) with analytical methods and diagnostic technics, and coordinate their application;
    Train NRL staff and experts from developing countries;
    Assist the Commission scientifically and technically e.g. when EU countries contest results of analysis;
    Collaborate with the competent laboratories in non-EU countries;
    Assist actively in the diagnosis of animal disease outbreaks in EU countries.

2. Funding of EURLs programmes

EU-RLs receive annual EU funding to fulfil their tasks and functions and cover their operational costs (Decision 2009/470/EC).

Every year the Commission approves their work programmes. Laboratories receive funding if they have completed their work programmes and supply the necessary information on time.

Regulation (EU) No 926/2011, amended by Regulation (EU) No 135/2013 - funding rules until 31 December 2014

In 2015, the funding rules are defined by the Regulation (EU) No 652/2014 for food chain, animal and plant health expenditures. The main objective of the Regulation related to official controls is to improve the effectiveness, efficiency and reliability of official controls, as a vital tool for maintaining a high level of safety for humans, animals and plants along the food chain whilst ensuring a high level of protection of the environment

Training

The EU may finance the training of the staff of the competent authorities responsible for official controls in order to develop a harmonised approach to official controls, ensuring a high level of protection of human, animal and plant health.

Better Training for Safer Food is a Commission training initiative covering food and feed law, animal health and welfare and plant health rules. It trains Member State and candidate country national authority staff involved in official controls in these areas.

 

4. Funding of Other Measures

The EU may contribute financially to other initiatives necessary for the implementation of the rules related to food chain areas:

    support of information systems at EU level (such as Rapid Alert System for Food and Feed).

    support technical and scientific work, including studies and coordination activities for the implementation and adaptation of the rules in the food chain area.

    information and awareness raising initiatives aiming at ensuring improved, compliant and sustainable behaviour in the implementation of the EU rules in the food chain area.

Budget

Overall budget 2014/2020 = Maximum ceiling for the 7 year period: EUR 1.891,936 million, funded through grant for programmes, contracts and voluntary payments to international organisations, active in the food safety area.
