This programme shall contribute to the further development of a European area of justice based on mutual recognition and mutual trust. It promotes:
1. judicial cooperation in civil matters, including civil and commercial matters, insolvencies, family matters and successions, etc.
2. judicial cooperation in criminal mattersjudicial training, including language training on legal terminology, with a view to fostering a common legal and judicial culture
3. effective access to justice in Europe, including rights of victims of crime and procedural rights in criminal proceedings
4. initiatives in the field of drugs policy (judicial cooperation and crime prevention aspects)

Please apply using PRIAMOS, the DG Justice grants management system. PRIAMOS allows applicants to register, to download application forms and to submit their applications.
Electronic submission of applications for direct grants via PRIAMOS is a two-step procedure:
1st step: File a registration request for a login and a password. DG JUSTICE AND CONSUMERS will process the request and supply a UserID and an initial password. The login is not specific to the call and can be reused for different applications for grants.
2nd step: With login and password, the applicant can log on to the PRIAMOS system. The applicant can carry out all actions necessary for submitting an electronic application within the framework of a specific call.

Implementation
Community funding may take the form of grants and public procurement contracts (e.g. expenditure on information and communication, preparation, implementation, monitoring, checking and evaluation of projects, policies, programmes and legislation). Community grants shall be awarded following calls for proposals and the maximum rate of co-financing will bespecified in the annual work programmes.

Access to the Programme shall be open to all public and/or private bodies and entities legally established in:
Public and/or private bodies and entities legally established in other third countries, notably countries where the European Neighbourhood Policy applies, may be associated to actions of the Programme, if this serves the purpose of these actions.
The training and exchange actions aim at ‘members of the judiciary and judicial staff' including judges, prosecutors, advocates, solicitors, notaries, court officers, bailiffs, court interpreters and other professionals associated with the judiciary
Under the Programme, the Commission may cooperate with international organisations active in the areas covered by the Programme, such as the Council of Europe, the United Nations and the Hague Conference on Private International Law. Access to the Programme shall be open to those international organisations.
